Allow copy of entire charts to be moved using Patient Chart Manager

Add an option in Patient Chart Manager for entire charts to be copied over instead of copying one form at a time.

    Patient Chart Manager also needs to be enhanced to migrate Patient Charts between duplicate Patient Details records (i.e., differing Medical Record Numbers, ID - Patient values) to support the remediation of these duplicates. This should include Charts with completed Progress Notes and should not impact any 'in-process' billing transactions.

    This option exists already in Patient Chart Manager.

    -- Go to Patient Chart Manager and select "Move Patient Chart" from the drop down.
